
Elizabeth Moore
Elizabeth Moore graduated with a Bachelors of Science from the School of Industrial and Labor Relations at Cornell University. She continued on to earn her J.D. degree from St. John’s University School of Law.
Moore's career took flight in 1981, when she became the Assistant Counsel to New York Governor Hugh L. Carey and later Governor Mario M. Cuomo.
In 1987, Moore became the director of the governor’s Office of Employee Relations and served as the state’s chief negotiator and principal spokesperson on all labor and employee relations matters. She directed the labor negotiations with six public employee unions representing nearly 200,000 state employees, including state university faculty and staff, and administered the state’s collective bargaining agreements and a broad range of labor and management committee activities and employee benefits packages. She also initiated the statewide total quality management program.
From 1991 to 1994, Moore served as counsel to New York State Governor Mario M. Cuomo, providing legal advice to the governor, senior staff, and agency heads. Following her time in New York State government, Moore became a partner at Nixon Peabody LLP, and worked with the firm until 2009, when she was offered a position as the Senior Vice President and General Counsel for Consolidated Edison, Inc.
