Behind the States' Impact on Federal Education Policy Project is a dynamic cross-section of scholars, educators, archivists, thought leaders in education policy, and institutions.

Past Advisors

Gordon Ambach was the former New York State Commissioner of Education (1977-87) and Executive Director of the Council of Chief State School Officers (CCSSO 1987-2001). He was the founder of the States' Impact on Federal Education Policy Project.

Christopher Cross is a Senior Fellow with the Center for Education Policy and a distinguished senior fellow with the Education Commission of the States. In addition, He also serves as a consultant to the Broad Foundation and is a member of the advisory board for the School Evaluation Service program of Standard and Poor's.

Lawrence C. Gloeckler is the Executive Director of the Special Education Institute at the International Center for Leadership in Education and Senior Policy Advisor at the Governor James B. Hunt Institute for Education Leadership and Policy at the University of North Carolina. From 1989-2003, Larry was Deputy Commissioner for the New York State Education Department.

Margaret E. (Peg) Goertz is a professor of Education Policy in the Graduate School of Education at the University of Pennsylvania and a co-director of the Consortium for Policy Research in Education.

Josué M. González is a professor of Educational Leadership and Director of the Center for Education Equity and Language Diversity at Arizona State University.

John F. (Jack) Jennings founded the Center on Education Policy in January 1995. From 1967 to 1994, he served as subcommittee Staff Director and then as General Counsel for the U.S. House of Representatives Committee on Education and Labor.

Carl Kaestle is a professor of Education, History, and Public Policy at Brown University.

Thomas E. (Tom) Mills is Assistant Archivist for Regional Records Services at the National Archives and Records Administration (NARA), headquartered in College Park, Maryland.

Lynn Olson is a senior editor at Education Week, and project editor for "Quality Counts," an annual report card on public education in the 50 states, published by Education Week.

Patricia F. Sullivan is an education policy consultant, former Director of the Center on Education Policy, and former Deputy Executive Director of the Division of Advocacy and Strategic Alliances for the Council of Chief State School Officers.
